I studied beginners' German during my first year at university and it wasn't difficult for me. I think this may not be quite truthful? It's a good guide though.
I suppose they go by how long you need to really be (almost) perfect, that might take a while with all our grammar. However, when first I learned French, I thought it was harder than English, in the long run it is much easier because you have those rules to rely on.
Interesting, that German is just as difficult to learn for English people as Swaheli and Indonesian.
